Franklin County Line Upgrade Project Construction to Begin in September - Public meeting scheduled to discuss construction plans

Rutland, VT – August 30, 2024 – Vermont Electric Power Company (VELCO), is inviting neighbors in Georgia, St. Albans, Swanton and Highgate, and anyone interested, to a public meeting about the upcoming construction of the Franklin County Line Upgrade Project. The meeting will be held on Monday, September 9, 2024, at 5:00 PM at the St. Albans Town Office located at 398 Georgia Shore Road in St. Albans. Project staff will be present to provide an overview of the construction plans beginning in September 2024 and answer questions about the project.

The Franklin County Line Upgrade Project seeks to enhance the reliability and capacity of VELCO’s Georgia-to-Highgate electric transmission line by replacing aging two-pole wood structures with more resilient single-pole steel structures. This upgrade will not only improve the line's reliability but also increase its capacity to accommodate additional in-state renewable energy generation.

Construction is anticipated to begin in September, pending final permit approvals. The project phases are outlined below: 

Project Timeline (subject to regulatory approval) 

  • September 2024 - January 2025 | Vegetation clearing 
  • September 2024 - December 2025 | Road & construction access
  • October 2024 - June 2025 | Southern section construction of new line (Georgia to St. Albans)
  • June 2025 - December 2025 | Southern section removal/restoration of existing line
  • June 2025 - April 2026 | Northern section construction of new line (St. Albans to Highgate) 
  • April 2026 - December 2026 | Northern section removal/restoration of existing line
