Reginald Beliveau Joins VELCO Board, Representing Vermont’s Public Power Utilities

Rutland, VT. – [April 11, 2025] Vermont Electric Power Company (VELCO) Board Chair Larry Reilly and President and CEO Tom Dunn announce the appointment of Reginald R. Beliveau as a new Director. Mr. Beliveau will fill a designated public power seat on the VELCO Board, underscoring the importance of this sector's voice in shaping Vermont's energy future.

 

A lifelong public servant, Beliveau’s contributions include over three decades in fire service, 37 years as Swanton’s Emergency Management Director, and time as Vermont’s Fire and Life Safety Training Coordinator. His dedication to community service has earned him multiple honors and reflects a strong alignment with VELCO’s commitment to deliver safe, reliable, and sustainable energy for all Vermonters.

 

Beliveau brings over four decades of diverse experience in management, environmental compliance, and public safety. His 26-year career at IBM included key roles as Production/Maintenance Manager and Environmental Engineer, where he oversaw solid waste, Resource Conservation and Recovery Act (RCRA) compliance, and chemical storage. He later served 12 years as Village Manager of Swanton, Vermont, overseeing all municipal operations and gaining insights into the challenges and opportunities facing public power communities.

Beliveau shared his enthusiasm for the appointment: “I’m honored to join VELCO’s Board and represent Vermont’s public power sector. Having worked closely with municipal utilities, I understand how essential reliable and affordable energy is to our communities. I look forward to working with the Board to ensure the priorities and perspectives of public power are considered in VELCO’s work.” 

 

Beliveau succeeds Steve Kaminski, who began his service on the VELCO Board in 2013.  Mr. Kaminski will continue supporting public power in his role as Power Planning and Policy Advisor at New Hampshire Electric Cooperative.
