The LCP Pole Replacement project is a VELCO proposed project to replace one structure and remove one structure on the VELCO K24-5 transmission in Waterbury, Vermont. The project consists of constructing a small segment of the VELCO K24-5, 115 kV transmission line that runs from Duxbury, Vermont to Stowe, Vermont. The line was originally constructed in 2009. 

In early 2024, VELCO discovered that the laminate poles used as part of this line were deteriorating prematurely. One of the poles was severely compromised and needed to be replaced immediately for safety and reliability concerns. Thus, after receiving an emergency waiver from the Public Utility Commission, VELCO replaced the original structure LCP-020 with a new single-pole structure (LCP-020), and a nearby three-pole structure (LCP-021), using standard wooden poles that VELCO carries in its inventory. 

In its Order, the Public Utility Commission ordered VELCO to install a permanent replacement of structure LCP-020 with a single steel-pole and remove structure LCP-021. The proposed permanent LCP-020 replacement pole will be an approximately 77-feet-tall un-guyed weathering steel pole proposed in a location approximately 20-25 feet north of the original laminated structure. The permanent replacement will be installed at a slightly higher ground elevation which will result in comparable overall pole-top height to the original laminated structure.  

Timeline

  1. Emergency Pole Replacement Request

    VELCO discovered that the laminate poles used on parts of the K24-5 line were deteriorating prematurely. VELCO Structure LCP-020 was identified to have significant interior deterioration. VELCO de-energized the line for safety concerns and began preparations for an emergency filing to replace the structure. The Vermont Public Utility Commission issued an emergency waiver to complete the emergency work on July 24, 2024. VELCO completed the temporary repair on August 2, 2024. 

  2. Application for regulatory approval

    VELCO expects to file its application for regulatory approval to perform work for the permanent upgrade in December 2024. 

  3. Construction

    Subject to PUC approval, VELCO anticipates construction to begin in late summer 2025. 

  4. Anticipated completion

    VELCO anticipates the upgrades to be commissioned by late summer 2025.
